SKILLBRIDGE is built as an interconnected transformation architecture. Every work area feeds the others, e.g. intelligence informs curriculum → curriculum generates evidence → evidence shapes policy → policy strengthens the ecosystem.
The project operates through seven Work Packages (WPs) that function as interconnected transformation layers, each one has a distinct role:
Management & Coordination (WP1) WP1 provides the horizontal coordination infrastructure that holds the entire project together: governance structures, quality assurance, risk management, monitoring, consortium coordination and the development of the SKILLBRIDGE Handbook itself. WP1 ensures that the other work areas operate coherently. It ensures that all activities remain aligned with shared objectives, that methodologies remain consistent across partners and countries, and that the project functions as an integrated ecosystem rather than isolated activities.

Skills Intelligence & Foresight (WP2) The foundational analytical layer. The Skills Observatory continuously analyses labour market data, scientific literature, stakeholder interviews and programme inputs using AI-supported methods combined with expert validation. This work produces the Capability Areas, transformation priorities and foresight signals that drive all downstream activities. WP2 is the intelligence engine from which everything else depends on the quality of what it generates.
- WP2 Lead: Vilnius University
Curriculum Modernisation (WP3) Working directly with Observatory intelligence, more than 40 HEI and VET programmes are being redesigned across partner institutions, updating learning outcomes, introducing new modules linked to the four Strategic Domains, integrating industry-informed capability architectures and testing new pedagogical formats. WP3 translates intelligence into educational practice.
- WP3 Lead: Białystok University of Technology
Mobility & Work-Based Learning (WP4) Cross-border mobility connects students, educators and enterprise professionals across innovation hubs, startups, universities and VET environments in five countries. Work-based placements create capability development environments where learners apply emerging competencies to real organisational challenges that may be difficult to replicate in a classroom. WP4 tests capability development in action.
- WP4 Lead: University of Zagreb – Faculty of Mechanical Engineering and Naval Architecture
Train-the-Trainer & Educator Development (WP5) A structured professional development programme equips educators, programme coordinators and trainers to become capability multipliers. Carrying SKILLBRIDGE intelligence, foresight-oriented teaching methods and adaptive curriculum approaches into their institutions and networks through certification pathways and peer-learning ecosystems. WP5 scales transformation by multiplying educator capacity.
- WP5 Lead: Manufacturing Innovation Valley
Alliances, Policy & Sustainability (WP6) The CFI Alliance and the Skills4Innovation Alliance formalise long-term collaboration structures connecting education, innovation and policy actors. Policy briefs, stakeholder engagement, ESCO alignment and European network participation ensure that project results contribute to institutional and policy transformation at national and European levels. WP6 embeds results into permanent ecosystems and policy.
- WP6 Lead: Technology Partners
Communication, Immersive Storytelling & Dissemination (WP7) A transversal layer operating across all phases. This work area transforms project outputs into accessible, credible and impactful assets, digital platforms, skills intelligence reports, policy briefs, multimedia storytelling and flagship immersive experiences. Communication is embedded throughout the project as an enabling function for impact, uptake and scalability. WP7 makes everything visible and reusable.
WP7 Lead: La Salle Universitat Ramon Llull, Technova Barcelona and IASLAB.
SKILLBRIDGE activities help translate skills intelligence into practical action across education, industry and innovation ecosystems. They bring together educators, learners, enterprises, policymakers and other stakeholders to explore future capability needs, test new approaches and strengthen collaboration.
This section provides an overview of the main activity areas across the project, including skills intelligence, curriculum modernisation, work-based learning, mobility, educator development, ecosystem engagement and alliance-building.
The content presented here reflects the ongoing implementation of project activities and will continue to be updated as the project progresses.
