The Skills Observatory helps education providers, enterprises and policymakers understand which skills and capabilities are becoming important and how they can respond.
By combining labour-market intelligence, research, policy analysis, expert knowledge and AI-supported analytics, the Observatory turns complex information into practical insights for curriculum development, workforce planning and innovation strategy.
Whether you are reviewing a programme, designing training, planning workforce development or exploring future trends, the Observatory provides evidence to support better decisions.
How it works
The Observatory integrates multiple heterogeneous sources: labour market data and employment trends, AI-supported skills extraction, scientific publications, ESCO-aligned semantic mapping, sectoral and policy reports, expert interviews, and participatory validation workshops involving universities, VET providers, enterprises and policymakers.
These inputs are processed through a dual-layer architecture:
In the first place, an ESCO-aligned semantic layer that ensures interoperability and comparability across datasets, institutions and European frameworks and secondly, a capability intelligence layer that goes beyond static classification to support foresight, transformation prioritisation and emerging hybrid skill identification.
AI-supported analytics process large-scale data to identify patterns, clusters and emerging signals. But AI does not make the decisions. Human expertise, through the Technical Advisory Group, stakeholder validation and expert curation, provides the contextual interpretation, strategic prioritisation and transformation relevance that data alone cannot generate.
The Observatory generates intelligence that directly informs: curriculum redesign and programme modernisation, workforce development strategies, mobility and educator training planning, micro-credential pathways, ecosystem and alliance development, and evidence-informed policy recommendations.
What can you do here?
- Explore emerging skills and capability trends
- Review capability needs across different domains
- Access reports, dashboards and foresight insights
- Compare programmes against future capability requirements
- Support curriculum modernisation and workforce planning
- Contribute expertise and ecosystem intelligence
For educators and programme directors: upload a syllabus, course description or programme outline and receive AI-supported recommendations for curriculum modernization, such as suggested capability areas, learning outcomes, skills, modules and literature aligned with real transformation priorities. For policymakers and institutional leaders: access foresight signals, skills intelligence briefs and interactive dashboards that connect emerging evidence with strategic decisions on education reform, workforce development and innovation governance.
For industry and innovation actors: contribute real-time insights on emerging skills needs and validate the relevance of identified capabilities, making your ecosystem intelligence part of the shared knowledge base.
The Observatory is a living system. It continuously evolves through new data, stakeholder contributions, user interactions and integration with external knowledge sources and related European capability infrastructures.
